Up until now there was no licence system in Japan whatsoever for animal traders!!!! That has now changed and the system is similar to that of the UK. Plenty of great shops in Tokyo such as Woma Positive et al, but in the provinces they are pretty dire. Possibly many to be closed under the new system.
